For the whole of the calendar years 1910, 1911, 1912, on

statistics to be taken in November 1911.

It will be observed that the Siberian Transit charge,

which only fell to be paid for part of the calendar year 1907,

affords some explanation of the Governor's estimated increase

in deficit from X 29830 in 1907 to 7 5317% in 1908.

On the other hand, if the Siberian statistics to be taker

in November 1911 shew, as is likely, a substantial increase

in correspondence over that sent in May 1908, the payment to

be eventually made for the use of the route during 1910 will

(failing the rather improbable event of a reluction of transit

rates be proportionately greater than for the year 1909.

Assuming that the Governor's estimates of a deficit of

X 53700 for the year 1909 and 7 54000 for the year 1910 refer

to calendar years, it seems clear that the estimate for 1910

must be based on a calculation of money to be actually exper-

ded as distinguished from liabilities incurred..

On this basis the figures apparently fall to be

adjusted as follows to show the Postal deficit (1.e. excluding

Military Contribution) as distinguished from the loss to the

Colony:-
